Today marks 65 years since the attack that killed the little girl Bego\u00f1a Urroz. And today is also the Day of the Victims of Terrorism. That\u2019s why we wanted to return with this epilogue. Because you know when a story begins, but you never know when it ends. Here is the episode. Thank you for listening.<\/span><\/p>\n

Bego:<\/b> Hi, Isabel. How are you?<\/span><\/p>\n

This story ended in the previous episode, where it was supposed to end \u2014 in Isabel\u2019s kitchen. But just as we were about to wrap up\u2026<\/span><\/p>\n

Bego:<\/b> I\u2019ve received the file about my sister. Well, I mean \u2014 it\u2019s just two pages, as I say.<\/span><\/p>\n

The Ministry of the Interior sent you the file about your sister. That file you requested when we were trying to see if your sister appeared on any lists. That file we thought would help us understand how your sister\u2019s case had been handled. So you took the file, we went to the studio, and we started recording.<\/span><\/p>\n

Isabel:<\/b> Tell me what this file is, because for someone who doesn\u2019t know, right? Suddenly, you got this\u2026<\/span><\/p>\n

Bego:<\/b> Yes. This is a file in which my parents apply for compensation for the death caused by a terrorist attack.<\/span><\/p>\n

In that file there were several documents: the first was just that \u2014 a request in which your parents asked for compensation for the death of their daughter as a victim of terrorism.<\/span><\/p>\n

Isabel:<\/b> What does the letter say? Can you read it to me?<\/span><\/p>\n

Bego:<\/b> Yes, in this case, it lists my parents\u2019 information and says that their daughter died on June 28, 1960 \u2014 the attack was on the 27th\u2026 Victim of the first attack that occurred at the Amara station through the placement of a bomb. As a result of the above, the daughter of the undersigned was the first victim of terrorism.<\/span><\/p>\n

Isabel:<\/b> Can you read that again?<\/span><\/p>\n

Bego:<\/b> Yes. \u201cAs a result of the above, the daughter of the undersigned was the first victim of terrorism.\u201d Period.<\/span><\/p>\n

Period. Your parents, asking the Ministry of the Interior to recognize their daughter as the first victim of terrorism. The request is dated 1992.<\/span><\/p>\n

That year, in \u201992, a law had been passed to compensate victims of armed groups and terrorist elements. That\u2019s what it was called. Maybe someone told them they could apply for that aid \u2014 that they could also be recognized as victims of terrorism.<\/span><\/p>\n

Isabel:<\/b> It\u2019s possible that it was advertised like that on TV, maybe. On TV, on the radio, suddenly, like, \u201cHey, some aid has been made available.\u201d<\/span><\/p>\n

Bego:<\/b> Yeah, could be.<\/span><\/p>\n

And yes, it rang a bell for you. You remembered that your mother had spoken with a lawyer.<\/span><\/p>\n

Bego:<\/b> Well, I don\u2019t know \u2014 maybe it was someone a friend knew. Because, let\u2019s be honest, we don\u2019t have, as I say, any lawyer acquaintances or anything. So either through Isabel\u2019s side, or I don\u2019t know, a friend or whoever\u2026 Maybe someone told her, \u201cHey, let\u2019s fill this out.\u201d And you see, it\u2019s just two and a half pages, and you submit it there.<\/span><\/p>\n

With that application, your parents had attached something: a police report they had requested from the Gipuzkoa police.<\/span><\/p>\n

Bego:<\/b> It includes a report of a terrorist action at this police station. However, no organization can be held responsible since no one claimed the act.<\/span><\/p>\n

So the police said yes, that your sister had died due to an explosive device in 1960, but that no group could be held accountable.<\/span><\/p>\n

Bego:<\/b> Then\u2026 here it says, yes, indeed. \u201cAttached is submitted for consideration the resolution deemed appropriate, to agree upon the proceedings followed\u2026\u201d<\/span><\/p>\n

And the next document in that file was the response from the Ministry of the Interior to that request.<\/span><\/p>\n

Bego:<\/b> \u201c… from 1960, it is appropriate to confirm the proposed decision of rejection\u2026\u201d<\/span><\/p>\n

Rejection\u2026<\/span><\/p>\n

Bego:<\/b> \u2026 since at the time the events occurred, there was no legal basis for granting aid\u2026<\/span><\/p>\n

Out of the allowed time frame\u2026<\/span><\/p>\n

Bego:<\/b> \u2026 it must be considered time-barred.\u201d<\/span><\/p>\n

Time-barred action.<\/span><\/p>\n

Bego:<\/b> That\u2019s right.<\/span><\/p>\n

So, they denied it.<\/span><\/p>\n

Bego:<\/b> That\u2019s right.<\/span><\/p>\n

I\u2019ve spoken to several lawyers, and they all told me that the rejection was to be expected \u2014 that your sister\u2019s case couldn\u2019t fall under that law.<\/span><\/p>\n

Isabel:<\/b> According to that law, it was very unlikely that your sister, or your family, would receive compensation. Why? Not so much because of the time limits, but because the death of a son or daughter only qualifies for compensation if the parents are financially dependent on the child. So even if they had applied within the time frame, they still wouldn\u2019t have granted it.<\/span><\/p>\n

 <\/p>\n

Bego:<\/b> They wouldn\u2019t have given it to them either.<\/span><\/p>\n

Isabel:<\/b> They wouldn\u2019t have compensated them either. Because they didn\u2019t depend on their child. Besides, the aid was\u2026 If the person who died was “unproductive” \u2014 I mean, your sister is considered a person who is not\u2026<\/span><\/p>\n

Bego:<\/b> Unproductive, yes.<\/span><\/p>\n

Isabel:<\/b> Then there\u2019s no compensation.<\/span><\/p>\n

Compensation \u2014 <\/span>resarcimiento<\/span><\/i>. That was the word used in the law. But it was material compensation. That is, it was a law that addressed only the financial side. And all of this, of course, must have been explained by that lawyer who helped them with the application.<\/span><\/p>\n

Isabel:<\/b> So they probably knew they wouldn\u2019t get any money. So why did they do this?<\/span><\/p>\n

Bego:<\/b> No, they didn\u2019t do it for the money \u2014 I\u2019m absolutely sure.<\/span><\/p>\n

Isabel:<\/b> Then what did they want?<\/span><\/p>\n

Bego:<\/b> I think they wanted her to be acknowledged, to be made visible, for people to know that a little girl had died in a bombing. I\u2019m convinced.<\/span><\/p>\n

Isabel:<\/b> That someone would embrace them, basically.<\/span><\/p>\n

Bego:<\/b> Yes, yes, yes. Of course \u2014 to be recognized.<\/span><\/p>\n

Isabel:<\/b> So maybe\u2026 Look, I\u2019m getting goosebumps. Maybe your parents, knowing they weren\u2019t going to get any help, still said: \u201cWe want to be acknowledged.\u201d<\/span><\/p>\n

Bego:<\/b> Yes, probably.<\/span><\/p>\n

And then I think of your parents, Jesusa and Juan, filling out those forms knowing they wouldn\u2019t get any aid, and asking for it anyway. And I think that maybe, back then, your <\/span>aita<\/span><\/i> and <\/span>ama<\/span><\/i> were seeking recognition \u2014 a symbolic form of reparation \u2014 before any laws addressed that. And I think Jesusa and Juan were making a pioneering gesture.<\/span><\/p>\n

Bego:<\/b> And look, they got a rejection and they became even more silent. They withdrew even further.<\/span><\/p>\n

Isabel:<\/b> What do you mean?<\/span><\/p>\n

Bego:<\/b> Well, I think\u2026 I think that if they had been told \u201cyes\u201d back then, then maybe we would have talked about my sister much earlier. Probably. You see how long it\u2019s been \u2014 right? That was 1992, and people only started talking about it in 2010. So my parents\u2026 I think when they got the rejection, they gave up. And after that, they talked even less. I don\u2019t know how to explain it \u2014 they were erased, you know? I suppose it hurt them a lot. And then they closed the folder.<\/span><\/p>\n

Isabel:<\/b> Right, so\u2026<\/span><\/p>\n

Bego:<\/b> They closed it. They said, \u201cThat\u2019s it.\u201d<\/span><\/p>\n

Isabel:<\/b> The 1960s \u2014 no one pays attention to them. 1992 \u2014 laws come out and they\u2019re not recognized. 2000 \u2014 Ernest Lluch pays attention to them\u2026 and he\u2019s murdered.<\/span><\/p>\n

But those papers revealed one more thing. One of those things I really like: a date. Your parents sent that request to the Ministry of the Interior in October of 1992. And the book by Vicar Pagola \u2014 the one that contained that footnote which, in some way, started everything \u2014 was published a month later.<\/span><\/p>\n

Isabel:<\/b> I was also thinking that if your parents had been recognized at that moment \u2014 if the law had acknowledged them, or if someone had read that and said, \u201cWell, we can\u2019t give them compensation, but we can recognize her,\u201d or something like that\u2026 then this podcast wouldn\u2019t exist.<\/span><\/p>\n

Bego:<\/b> No, no, no, no. Most likely not.<\/span><\/p>\n

Isabel:<\/b> I mean, I see it now as two alternate paths, right? One, where they are recognized and that\u2019s it. And then the other one, where it\u2019s\u2026 Lluch, Pagola, I don\u2019t know who else\u2026<\/span><\/p>\n

Bego:<\/b> What happened is that this didn\u2019t come out\u2026 I mean, this wasn\u2019t talked about, right? And then you came across the news that there had been a victim\u2026<\/span><\/p>\n

Isabel:<\/b> That\u2019s true.<\/span><\/p>\n

Bego:<\/b> And no one had talked about her.<\/span><\/p>\n

Isabel:<\/b> That\u2019s true.<\/span><\/p>\n

Bego:<\/b> And there was a sister who had started to speak because I was with\u2026 Because the first time I really spoke about it, I spoke with that group <\/span>Bizikidetza<\/span><\/i>. And they called me and said, \u201cWe\u2019re going to meet at Isabel\u2019s <\/span>sukaldea<\/span><\/i> (kitchen), and we\u2019re going to interview everyone.\u201d And I said, \u201cWell, why not go?\u201d They told me it was going to be a gathering for everyone to speak, with no political agenda \u2014 just as neighbors. I said, \u201cGreat, on that small scale,\u201d I said, \u201cI\u2019ll start to talk.\u201d So\u2026 I don\u2019t know anymore\u2026<\/span><\/p>\n

Isabel:<\/b> No, yes \u2014 you were saying that I wasn\u2019t right, and you\u2019re right. Maybe this podcast <\/span>would<\/span><\/i> have existed, because\u2026<\/span><\/p>\n

Bego:<\/b> Of course.<\/span><\/p>\n

Isabel:<\/b> Because what I wanted was to tell the story\u2026 That\u2019s true.<\/span><\/p>\n
